MKUltra
Project MKUltra (also MK-Ultra) was an illegal human experimentation program conducted by the U.S. Central Intelligence Agency (CIA) from 1953 to 1973, designed to develop drugs, techniques, and procedures for interrogation and mind control. The cryptonym “MK” denotes the CIA’s Office of Technical Services; “Ultra” is an arbitrary dictionary word.

- Predecessor Programs: Project CHATTER (Navy, 1947), Project BLUEBIRD (1950), and Project ARTICHOKE (1951) — which investigated whether an individual could be made to involuntarily perform assassination — all preceded and fed into MKUltra.
Scope and Methods
The project was headed by Sidney Gottlieb under CIA Director Allen Dulles. It comprised over 150 funded subprojects conducted at 80+ institutions — universities, hospitals, prisons, pharmaceutical companies — often through CIA front organizations.

- LSD administration — often to unknowing subjects (“people who could not fight back”)
- Other drugs — mescaline, psilocybin, scopolamine, barbiturates, amphetamines, heroin, BZ

The LSD Program
Gottlieb arranged for the CIA to purchase the entire world supply of LSD ($240,000 in 1950s dollars) to prevent other nations from controlling it. LSD was administered to:
- CIA employees, military personnel, and government agents (often without warning)
- Mental patients (one received LSD for 174 consecutive days)
- Prisoners, drug addicts, and prostitutes
- Members of the general public via Operation Midnight Climax (CIA-run brothels in San Francisco with one-way mirrors)

Dr. Donald Ewen Cameron (Subproject 68)
At the Allan Memorial Institute (McGill University, Montreal), Cameron conducted the most infamous MKUltra experiments. His “depatterning” technique involved putting patients into drug-induced comas for up to three months while tape loops played repetitive messages. His patients — many admitted for routine conditions like anxiety or postpartum depression — suffered permanent amnesia, incontinence, and loss of basic faculties.
The Death of Frank Olson
Frank Olson, a U.S. Army biochemist, was given LSD without consent by his CIA supervisor in November 1953. Nine days later, he fell to his death from a 13th-story hotel window. Initially ruled a suicide, a 1994 exhumation revealed cranial injuries inconsistent with the official account. The medical examiner called it a homicide.
Revelation and Aftermath
- 1973: CIA Director Richard Helms ordered all MKUltra files destroyed. ~20,000 pages survived due to being misfiled in a financial records building.
- 1975: The Church Committee (Senate) and the Rockefeller Commission revealed MKUltra to the public.
- 1977: A FOIA request uncovered the surviving documents, leading to Senate hearings.
- Legal outcomes: Frank Olson’s family received 100,000 each.

- Ken Kesey — volunteered at the Menlo Park VA Hospital; his experiences inspired One Flew Over the Cuckoo’s Nest and the psychedelic counterculture.
